This stuff crumbles up just as well as craft paper would to fill space in a shipping box to minimize the movement of items within the box, but it also expands with a gentle tug on the ends of the paper to provide extra cushioning. Just wrap it loosely around more fragile items such as food jars, glassware, etc. to provide an extra measure of protection.
